Controls scrolling of the virtual window by means of
arrow keys.
Declaration:
var ScrollCrtWindow: Boolean := TRUE;
Remarks:
When ScrollCrtWindow is TRUE, the virtual window
can be scrolled by means of arrow keys.
If ScrollCrtWindow is FALSE, the WinCRT window can not be
scrolled with arrow keys.
